tod take up a vote on the janet yellen fed chair nomination. let's get to eamon javers. >> there was concern that this cold weather might prevent some senators from getting to washington for this vote. harry reid speaking on the senate floor just now, said that in fact debate on yellen will begin in the 3:00 hour. they will start talking up a storm over the afternoon hours and then we expect this vote will happen after all in the 5:30 time frame. we expect janet yellen will be confirmed but what you want to watch for here are the no votes for janet yellen, because we could be on the verge of a historic total of no votes. i went ahead earlier today and put together a graph of every single vote for a federal reserve chairman over the course of the past 20 years or so. let me give you just one little slice of it. look at paul voelker's no-votes in 1983 in the teeth of a very tough recession, high interest rates. he got 16 no votes. ben bernanke back in 2010, last time around, got 30 no votes and we expect that janet yellen could hit that threshold or beat it and have the h

the reigns over -- reins over to janet yellen, and the fed could really be the driver. in particular if they get negative numbers with gdp, if they see something in the jobs numbers they don't like, sandra, that's where all of us could be facing a correction, not just the stock market, but the bond market as well. >> reporter: well, you used a very important word there when you described the correction, and that would be a healthy correction. so you've got basically wall street analysts across the board that are pretty much bullish as we start 2014. that's certainly starting to show up as far as investors buying the stock market today. they to mention a lot of reasons or a lot of potential pitfalls for the sell off, and that is what will the fed do next, uncertainty on obamacare, on taxes. but something that sticks with me is something sam stoveall said, great years are often followed by good years, and so a lot of these wall street analysts aren't just pitting their hopes of another bullish year based on raw market fundamentals, they're looking back at history, and history does show

expect on janet yellen to be fed chair. what else are you looking at on the horizon? >> those are two big ones right there. economists are trying to factor in what happens on unemployment benefits. there is impact on growth if money is not paid to those folks and not only 1.3 million but 2.6 million that would lose benefits by march and overall 3.6 million is the number we hear for all of 2014. that's a big deal. janet yellen not a big market effect right now. while janet yellen comes from the same institution and same board that bernanke is on, she served as his vice chair for quite a while now. it's a different fed. the fed is on the process of removing accommodation right now in terms of extraordinary quantitative easing or bond buying program to keep interest rates low and next step for the fed is going to be winding that down and going back to a more normal regime. another thing different for janet yellen is fed in post-financial crisis era is more of a financial bank regulator. before it was all monitor policy with a little bit of regulation and now the fed is trying to be equal par
